AK Parti Election Manifesto
The election manifesto put forth by the ruling Justice and Development (AK) Party for the Presidential and 28th Term General Elections, which will be held on May 14th, was shared with the public.
The first section of the manifesto, which consists of 481 pages and 6 parts, was titled "Risk and Crisis Management against Disasters." In this context, the manifesto emphasized the importance of building a resilient society and resilient cities, stating that the "Turkish Century" will be the century of resilient societies and cities against disasters.
The manifesto emphasized the importance of conducting good risk analysis before disasters occur, identifying and implementing risk-reducing measures in all types of disasters, and mitigating the potential effects of disasters. During the intervention phase of disasters, the manifesto stated that the main priority is to implement measures that prevent loss of life quickly, in a strong coordination with professional and equipped teams, without leaving any citizen behind.
After the quake disaster, the main priority is to quickly create permanent housing opportunities in rural and urban areas using correct construction techniques on solid grounds and in a planned manner, eliminating infrastructure damage, normalizing social and economic conditions, and healing wounds as soon as possible. The manifesto highlighted that our goal in combating all types of disasters, especially earthquakes, is to create a financially, institutionally, physically, and socially resilient country and society against disasters by completing the transformation in disaster management that we initiated under the coordination of AFAD. Our basic vision is to design the risk reduction, preparation, intervention, and reconstruction stages of disasters as part of the development process, minimize the losses that disasters may cause by creating disaster-resistant and safe settlements and infrastructure in this direction, and increase social awareness accordingly.
In the Turkish Century, we aim to reach a society model with high disaster awareness, where disasters are prevented, and a resilient city and society against disasters are established through unity, solidarity, and cooperation. Within this framework, we have come a long way to implement the Turkish National Risk Shield Model to ensure that our country has a comprehensive disaster preparedness and management system.
The manifesto includes institutional reforms made to date in disaster and risk management and highlights that an integrated disaster management model, which includes all processes related to disasters, has been put into effect in partnership with public institutions and civil society organizations with the understanding of "resilient Türkiye."
"BUILDINGS WILL BE BUILT ON STRONG FOUNDATIONS"
The manifesto underlines that the Turkish National Risk Shield Model, which will be implemented to provide Türkiye with a comprehensive disaster preparedness and management system, will prepare Türkiye for all potential disasters it may face. The necessary precautions will be taken for the safety of citizens' lives and properties in case of possible disasters.
The manifesto emphasizes that precautions against natural disasters such as earthquakes, floods, fires, and landslides will become a priority in every field. It is stated that a comprehensive risk management approach, including socio-economic, demographic, pandemic, and security problems that may arise after disasters, will be targeted before, during, and after disasters.
The manifesto draws attention to the cities affected by the earthquake centered in Kahramanmaraş and states that we will rebuild the cities affected by the earthquake with a comprehensive approach, including social facilities such as infrastructure, schools, mosques, hospitals, markets, parks, and sports fields, with an understanding of "respect for history and the past." We aim to complete the construction of 650 thousand houses significantly in one year. Settlements will be shifted from valleys to slopes, taking into account fault maps. We will construct our buildings on the most robust grounds using ground improvement, isolators, steel structures, and new technology with a tunnel formwork system. We will strengthen the Disaster Reconstruction Fund that we established with alternative resources. We will implement a comprehensive Economic Rehabilitation Program and Development Campaign in the earthquake region.
"NEW OPPORTUNITIES WILL BE OFFERED TO SOCIETY"
The earthquake-stricken region will establish an industrial and commercial corridor to revive the region's production, trade, and export potential, according to the manifesto, emphasizing that buildings will be constructed on solid grounds. In this context, a program will be implemented in coordination with the Ministry of Industry and Technology, the GAP (Southeastern Anatolia Project) and DAP (Eastern Anatolia Project) regional development administrations, and development agencies.
The manifesto indicated that an action plan will be implemented to transform the provinces in the earthquake region into centers of attraction in agriculture, industry, and service sectors through this program. It was noted that a new incentive regulation would be made primarily in agriculture and industry sectors, as well as in areas that have regional competitive potential, and a rapid and effective investment initiative would be launched.
The manifesto indicated that the sectors prioritized for each province would be identified, and a suitable planning would be implemented to increase high-value-added product production and production diversity. It was stated that "with steps to be taken in employment-intensive areas, led by the service sector, the population dynamics of the region will be supported, and new opportunities will be offered to society, especially to young people. The infrastructures of areas with high tourism potential, such as culture, gastronomy, and thermal, will be rapidly developed, and their promotion will be strengthened even more. We will develop a health tourism-oriented program in particular for the evaluation of geothermal resources, and prioritize greenhouse cultivation fueled by thermal sources. We will ensure that at least one of our universities in the region becomes a world-renowned brand, and the activities of other universities in our region will be supported within a special program. Major infrastructure projects, including logistics, which support investment, production, and exports, will be prioritized and realized, starting with the Hassa Tunnel. Additionally, economic infrastructures that are integrated with satellite cities created within the scope of permanent housing works will be developed. We will equip all living spaces with innovative approaches, including high technology and smart city applications."
"We will update the Türkiye Disaster Response Plan"
In the context of the safe cities strategy and in the scope of combating all kinds of disasters, the manifesto points out that the powers and responsibilities of AFAD will be strengthened in proportion to the human capacity to ensure more harmonious and effective coordination. It was reported that the legislation related to disasters will be reviewed, and the sustainable Disaster Risk Management Law will be put into effect.
Within this framework, the manifesto states that the boundaries of authority between institutions will be clearly defined and a comprehensive approach will be adopted. The manifesto reads:
"Taking into account the worst-case scenario, we will rapidly increase the number and quality of search and rescue teams to the required level. We will update the Türkiye Disaster Response Plan (TAMP) to increase the effectiveness of intervention against disasters that affect large areas. We will strengthen the intervention capacities of institutions and local organizations in terms of equipment, knowledge, and expertise. Continuous and qualified training will be provided for personnel of institutions that have a vehicle and machine park such as DSİ, OGM, and KGM, on how to intervene in case of disasters. We will increase air and ground vehicles for combating forest fires to bring them to an optimum level. We will review the national and local level firefighting organization to fight fires more quickly and effectively. We will ensure that appropriate areas turn into logistic centers during disasters. We will complete the mobile depots in provinces where there are no logistic warehouses for storing sheltering materials."
"WE WILL ACCELERATE URBAN TRANSFORMATION"
The manifesto states that Türkiye Disaster Risk Reduction Plan (TARAP) and Provincial Disaster Risk Reduction Plans (İRAP) will be reviewed in the light of newly developed measures and additional precautions will be taken in line with the experienced disasters. It was noted that with a city planning based on disaster risks, all structures in all cities will be reviewed.
The manifesto reads:
"We will enact the Natural Disasters and Faults Law that will prevent construction on fault lines. Taking into account not only earthquake risks but also multiple disaster risks, we will ensure that zoning plans are prepared accordingly. Measures will be taken for the municipal councils to make zoning plans and changes to them by taking into account the risk of disasters. We will ensure that the upper limit of building density in high-risk areas is determined by the Ministry of Environment, Urbanization and Climate Change. We will make soil survey inspections, as well as building inspections, mandatory, and ensure that design and construction controls are carried out in a healthy manner. We will determine the necessary standards and measures for the presentation of contracting services, taking into account the technical capacity and experience. We will expand the countrywide building health monitoring systems to ensure that our structures are regularly and healthily controlled. We will reveal the natural disaster risks that all of our settlements face at a micro-scale and take necessary measures to mitigate them."

"Interest-free marriage loan without repayment for two years to newly married couples"
The manifesto explains that under the Family Protection Shield Program, it is intended to have at least one worker in every family, and to pay the entire insurance premiums of private sector companies for a certain period. The manifesto also includes the provision of an interest-free marriage loan of 150,000 TL for two years to newly married couples through the Family and Youth Bank to encourage new marriages. The program will prioritize young people, and various services that protect and strengthen the institution of the family, especially children's education, will be supported. The social support programs will be reviewed, taking into account their economic and social impacts, and their capacity to maintain and enhance family integrity. Working conditions for fathers will be expanded, just like those of mothers. Protective measures will be taken to protect the family, which is established by marriage, from harmful tendencies.
The manifesto also mentions the establishment and dissemination of child-friendly cities, the development and implementation of protective and preventive programs to protect children from all kinds of addiction, including technology addiction, and the commitment to reintegrate children who have been pushed into crime into society. There will be zero tolerance for violence, child labor, neglect, and abuse. The manifesto also includes the creation of a contact point to monitor the affairs of martyrs' families and veterans in all public institutions, and improvements to the monthly allowance of martyrs' parents. They plan to branch out the Barrier-free Living Centers according to the type of disability. They will partially include caregivers who need care at home and receive Home Care Aid under the social security system. They will expand the scope of protected workplaces to increase the employment of disabled individuals. They will develop education support, long-term family counseling, and psychosocial support services for families of disabled individuals. They will implement elderly care insurance and ensure that they receive services from geriatric hospitals or clinics. They will also relax the retirement age, especially for women, based on the number of children. They will train professional care staff for elderly people living at home.
"YOUTH CARD" APPLICATION TO BE LAUNCHED FOR UNIVERSITY STUDENTS
The manifesto stated that the dynamism of youth will be used in every aspect of life from decision-making processes to social policies, from education to employment for the country's development.
The following actions will be taken for young people according to the manifesto:
"We will launch the "Youth Card" application for our university students. We will provide these young people who have this card with the opportunity to benefit from cultural and artistic events such as theater and cinema free of charge or at a discount. We will provide our university students with free internet access of 10 GB per month.
We will provide tax exemption for the acquisition of mobile phones and computers for young people in higher education, once only. We will establish Agricultural Entrepreneurship Regions (TARGİB) for our young entrepreneurs. In TARGİB's, ziraat engineers will be given priority, and we will provide our young entrepreneurs with land allocation free of charge, interest-free credit support for the first two years without payment, and a guaranteed product purchase or implementation of the contracted production model for a certain period by the Family and Youth Bank that we will establish for five years. We will create a center that will cover all expenses to provide technical support and consultancy services in areas such as business development, accounting and finance, human resources, information, and law in all TARGİBs we establish.
We will implement in-school and out-of-school programs that will enable young people to gain skills in three essential areas. In this context, we will support being able to use at least one musical instrument, speak a foreign language, and have a license in a sport. With priority given to disadvantaged groups, we will facilitate the admission of young people who gain skills in these three areas to university and ensure that they receive scholarship education. We will train 30 thousand young talents determined by objective criteria as experts with specific qualifications in 20 areas that are strategically important in today's conditions and can compete globally. We will provide interest-free credit support to young entrepreneurs who start their own businesses. We will ensure that young people have more space in politics to make their views more prominent. We will offer flexible working conditions for young people."
CULTURE AND ART
The manifesto emphasizes that Türkiye, with its rich historical and cultural heritage, will become a country that is frequently mentioned in the world in the field of culture and art in the Türkiye Century, and no city will be left without a museum or cultural center, and no district without a library, and the libraries will be open 24/7.
The manifesto states that the culture industry's entrepreneurial ecosystem will be developed, and in this context, "Culture Cities" will be established, and support will be provided for bookstores, bookshops, antiquarians, and places where traditional arts are performed.
The manifesto states:
"We will provide branding, marketing, and financing support for products unique to our culture. We will ensure that the values we have are present in all areas of art, especially in cinema."
MANIFESTO EMPHASIZING GROWTH AND EMPLOYMENT
In the "Together We Will Do It" section of the economy, the manifesto states the following: "We aim to reach a national income of 1.5 trillion dollars and a per capita income level of $16,000 by 2028 with an annual average growth rate of 5.5 percent between 2024-2028."
In the manifesto, which states that employment will continue to increase steadily within the framework of high growth policies, it is emphasized that the total employment will be increased to 36 million by adding nearly 6 million employments by 2028, and the unemployment rate will be reduced below 7 percent.
The manifesto mentions that the participation rate of women in the workforce will exceed 40 percent, and the employment rate will exceed 35 percent. It also states that "we will make it easier for women to enter the workforce and increase flexible working opportunities through regulations that promote women's employment, strengthen women's cooperatives, and implement childcare services and vocational training programs determined according to needs."
TÜRKİYE AIMING TO HAVE A CURRENT ACCOUNT SURPLUS
The manifesto highlights that the development of the investment environment, the increase in qualitative and quantitative exports of goods and services, the reduction of import dependence, and the improvement of the current account balance are among the priorities within the framework of the "Türkiye with a Current Account Surplus Vision". The manifesto also states that Türkiye aims to become a country with a current account surplus in the medium term by permanently improving the current account balance.
The manifesto underlines the determination to eliminate the current deficit, which is the most significant obstacle to sustainable development targets.
The manifesto indicates that exports, which were $254.2 billion at the end of 2022, will be increased to at least $400 billion by 2028. The manifesto also says that "we will accelerate our policies that focus on high competition, high-value-added, and branded exports. We will implement mega investment projects by accelerating public-private sector cooperation, especially in sectors such as space and aviation, chips, electronics, artificial intelligence, biotechnology, synthetic biology, vaccines, drugs, and medical devices."
"We will continue our social housing projects with determination"
In the section of the manifesto titled "Combatting Inflation," it was stated that inflation will be reduced to single digits in the medium term.
In the manifesto, which stated that the tools of economic policies will be used within a holistic understanding, monetary and fiscal policies will continue to be implemented in a supportive manner, and predictability will be increased, it was stated that "We will increase TL-denominated savings by further developing financial instruments. We will accelerate policies that will eliminate the negative impact of inflation on our low-income citizens. We will continue our social housing projects with determination to reduce rent expenses, which are an important part of the expenditure composition of our low-income citizens."
In the manifesto, which set the goal of creating a qualified and multidimensional financial services ecosystem for the Istanbul Finance Center project in order for Istanbul to become a leading center of global trade, it was stated that fiscal discipline will not be compromised.
In the manifesto, which reminded of the earthquakes centered in Kahramanmaras, it was stated that "We will implement a comprehensive program that will increase efficiency and savings in public finances, taking into account the disaster we have experienced and the new expenditures it requires. We will simplify and restructure the incentives and supports to enable spending to be more effective and to transform our economy into a more competitive, fairer and more effective distribution structure."
The manifesto underlined that fiscal policy will be pursued in an understanding that supports the fight against inflation.
"INCREASE IN WELFARE SHARE OF RETIREMENT PENSIONS"
In the manifesto, which stated that support for sectors negatively affected by inflation will continue in terms of expenditures and revenues, it was stated that "We will continue to take steps to protect the purchasing power of workers and retirees. We will give a welfare share increase to the pensions of civil servants, workers, and retirees in 2023 and 2024 at least at the rate of growth above inflation."
In the manifesto, it was stated that work will be done to improve the socio-economic conditions of public employees, taking into account regional livelihood indices, especially in Istanbul.
The manifesto stated that special measures will be taken for sensitive consumer groups, especially children and the elderly, and emphasized that effectiveness will be increased in the detection of competition violations and in the conduct of investigation processes in all markets.
The manifesto stated that the legislation on product safety will be updated in the triangle of green transformation, circular economy, and artificial intelligence with market surveillance and control, and measures will be taken to ensure that the authorized institutions for market surveillance and control operate in an effective coordination.
"We will enlighten the future of our country with the energy of the century"
The manifesto emphasizes supporting policies that reduce external dependency in the energy sector and provide a permanent solution to the current account deficit problem. It is stated that Türkiye will be among the top 10 countries in terms of electricity installed capacity, ranking 12th in the world.
The manifesto, which states that the installed electricity capacity will exceed 135 GW by 2028, indicates that the dependence rate on primary energy, which was 71% as of 2021, will be reduced to 56% in 2028 and to 13% in 2053.
The manifesto also emphasizes the continuation of efforts to establish additional nuclear power plants after the full operation of the Akkuyu Nuclear Power Plant. It includes promises to deliver Black Sea natural gas to our citizens and to illuminate the future of our country with the energy of the century by adding new discoveries to the existing 710 billion cubic meter reserve. Additionally, the manifesto promises to begin producing domestic fertilizer from Black Sea natural gas, thereby reducing fertilizer imports.
"We will make our country reach the goal of Digital Türkiye"
The "National Defense Industry" section of the manifesto emphasizes the importance of having a fully independent defense industry. The manifesto states that investment in new technologies will continue, and the localization rate will be increased. The following statement is included:
"We aim to increase our defense industry exports to at least $15 billion by 2028. By investing in innovative and groundbreaking technologies such as national combat aircraft, vertical takeoff/landing capable UAVs and unmanned combat aerial vehicles, unmanned land and sea vehicles, satellite systems, electronic warfare, cyber security, long-range air defense and missile systems, nanotechnology, biotechnology, laser, quantum technologies, and artificial intelligence-supported autonomous systems, we will provide new capabilities to our defense industry."
The manifesto emphasizes that "Türkiye Century will be the Century of Digital. With the breakthroughs we will make in innovative digital technologies such as digital government, cyber security, big data, and blockchain, we will make our country reach the goal of Digital Türkiye."
The manifesto states that measures that need to be added will be determined by reviewing the National Security Strategy, and a mechanism that will provide Türkiye with the highest level of security and effectiveness will be established. It is also stated that the National Cyber Security Strategy and Action Plan for the 2023-2026 period with the theme "Strong and Great Türkiye" will be implemented.
The manifesto underlines that Türkiye will be turned into a deterrent "Cyber Power" accepted in its region and the world.
GOAL OF 1 MILLION CARS TO BE PRODUCED IN TOGG FACTORY
The manifesto aims to reach $15 billion in IT exports for Türkiye, and it includes the statement, "In line with our goal to make Türkiye a new-generation electric vehicle hub, we will increase the production of our domestic vehicle TOGG over the years and reach 1 million vehicles by 2030." It was also mentioned that a hibrid fuel-powered, unique and national space rocket motor will be developed for an unmanned spacecraft in the scope of "Moon Mission," and that Türkiye will complete the efforts to send a Turkish citizen to the International Space Station for a scientific mission as part of Türkiye's first human space mission.
Under the "Transportation" title, the manifesto also states that investments in the transportation sector, one of the emission-intensive sectors, will be reviewed by taking into account new technologies and green transformation compliance towards the net zero-emission target of 2053, and that smart and sustainable transportation practices will be developed.
The manifesto also mentions that the Super High-Speed Train, which can reach a speed of 400 kilometers per hour between Istanbul and Ankara, will be opened in 2028, and it is stated that the infrastructure works and connection roads of the Canal Istanbul Project, which will be implemented to reduce ship traffic in the Istanbul Strait and increase Türkiye's power due to its geopolitical position and ensure navigation safety, will be initiated rapidly.
GOAL OF $100 BILLION INCOME IN TOURISM
The manifesto states that the 5G technology will cover 100% of the population and work on 6G technology will begin. It also mentions that Türkiye will become one of the world's top 10 satellite operators capable of providing services on a global scale with an expanding satellite fleet and international collaborations. The manifesto includes the goal of launching our domestic and national satellite, Turksat 6A, into space within 2023.
The manifesto also mentions that an "Supply Security Tracking System" will be established to monitor the adequacy of strategic agricultural products.
In the section on "Justice, Democracy, Human Rights and Freedoms," the manifesto includes the subheadings of "High-Quality Democracy," "New Constitution for Türkiye's Century," "Rights and Freedoms: Century of Freedoms," and "Justice Reform."
Under the "High-Quality Democracy" title, the manifesto states that a high-quality democracy will be established in the coming period based on the experience gained. The new constitution will be written with the participation of all segments of society, and the rights and freedoms of citizens will be expanded. The judicial system will be reformed to make it more effective, transparent, and accountable, and human rights and freedoms will be protected to ensure the highest level of respect for democracy and the rule of law.
